The advent of the Youth Training Scheme (YTS) has marked several boundaries for the further education (FE) service. It has signified a major increase in direct government funding, as opposed to local education authority (LEA) finance, coming into FE. It has signalled a shift in the control of vocational education from the FE sector and the Department of Education and Science (DES) towards employers, employer-led agencies and the Manpower Services Commission (MSC, 1982; St John-Brooks, 1985). It has changed market conditions and has placed colleges in direct competition with other organizations for education and training contracts, and it has brought young people of more widely differing attributes, motivations and needs into many FE establishments. These major changes have been accompanied by a myriad of ripple-effects which have pervaded the fabric of FE, as will be described in this paper.
